Andrew has over 30 years’ experience working in and for the Extractive Industry, formerly an Estate Manager with Tarmac he founded Quarryplan in 2001, which he has developed over two decades in to the foremost Mineral Planning Consultancy in Northern Ireland.
A Chartered Mineral Surveyor, Andrew engages with all Quarryplan’s Clients at a strategic level offering advice and often an alternative insight garnered from his experience across 1000’s of sites and different jurisdictions.
Andrew continues to have a meaningful input into day to day operations and has an understanding of all projects ensuring a continuity of approach and delivery of Quarryplan’s exacting professional standards which have been the cornerstone of the company
Andrew’s work is divided between strategic planning applications, due diligence, mineral estate management, regional development plans and expert witness. These coupled with commercial experience gained whilst working in industry gives him a unique skill set that Clients appreciate and trust.
Pamela Scurfield BSc DipM

Pamela is responsible for the accounts, procedures and day to day management of the office, ensuring it is a friendly environment, which everyone enjoys being part of. Having worked along with Andrew since the formation of the Quarryplan in 2001, Pamela has a great rapport with the clients and provides a professional yet personable point of contact for the business.
As a chartered marketeer, Pamela’s experience and attention to detail ensures that the company maintains exacting standards which are trusted and expected from their clients.
Steve Lamb FRICS FIQ
Director
Steve has over 30 years’ experience dealing with planning and property matters for the mineral extraction and waste management sectors within the UK and Republic of Ireland. He joined Quarryplan in 2009 and was previously a successful senior manager with Tarmac.
Steve has a proven track record of delivering significant results in terms of new planning permissions, Development Plan allocations, property acquisitions and disposals in a cost effective and timely manner. His extensive knowledge and experience have ensured that he has become a well-respected and trusted advisor to numerous mineral and waste companies and landowners.
Chris Tinsley DipTP
Senior Town Planning Consultant
Chris has over 10 years of experience in all areas of planning, including mineral, town, renewable, and waste planning. Prior to joining Quarryplan in 2017, Chris worked for various planning consultancies in the UK. Chris has worked on a range of projects, specialising in minerals, EIA, and renewable energy projects and has extensive knowledge of national and local planning policy issues, having worked on projects across all planning jurisdictions throughout the UK and Ireland. Chris plays a key role in Quarryplan’s Local Development Plan offering, appearing at a number of LDP Examinations to represent the interests of clients and the wider minerals industry.
Adam Lendrum MSc
Environmental & Planning Consultant
Adam graduated from Queen’s University with a Masters in Planning and Development in 2020. Having joined Quarryplan in 2022, Adam is developing his understanding of planning and environmental processes within the extractive industry and is currently working on a variety of planning applications, ranging from quarry extensions to asphalt and concrete batching plants.
Adam is a qualified Commercial Drone Pilot and is working towards his professional qualifications with the Royal Institute of Town Planners.
Shane Og Mullin MSc MCSM
Senior Surveyor
Shane has over 10 years of experience working within the exploration and extractive industry. Prior to joining Quarryplan in early 2023, Shane worked for Dalradian where he developed survey skills directly related to narrow-vein mining and underground management.
Shane completed his Masters in Surveying and Land & Environmental Management at University of Exeter, Camborne School of Mines in 2017, and has produced topographical surveys to the required levels of accuracy for a range of sectors including quarrying, mining, tunnelling exploration, construction and civils earth works.
Shane is proficient in GIS, a drone pilot and is working towards full membership of the Royal Institute of Chartered Surveyors.
Sean Campbell MSc
Town Planner
Sean graduated from Queen’s University with an undergraduate degree, BSc in Environmental Planning and a Master’s in Urban Regeneration in 2017. Since graduating Sean has gained experience working in a number of planning consultancies in the Republic of Ireland and has worked on a variety of planning applications ranging from telecoms applications, renewable energy projects, SHD / LRD and part 8 applications.
Sean is currently working towards full RTPI membership.
